Since last year, dogs arriving from other parts of the EU are only required to have a single rabies jab - but for some animals that's not enough to protect them from the disease. The problem is also heightened by the arrival of smuggled dogs - many originating from Eastern Europe where rabies is endemic. Also, the Government pledge to take on the big firms delaying payment to their small contractors.
